Well simply because the addition of combination elements in Update 11 allows us to get specific type combos on our weapons, but the resulting combination is determined by what slot each elemental mod is placed in. Most of my favorite weapons have 3-4 Polarities, and they are almost always grouped up in the top left.

In my opinion NO weapons should require more than 8 forma's to unlock every slot with a polarity. (9 for Melee, 11 for Warframes).
