Eager Edge works without Ammo. so ye, was playing ib and noticed the perk popping up when i pulled out my sword with no ammo by accident. The swing speed/distance seems a bit slower/shorter than a normal swing, but its enough to get some more speed, especially when sword skating with icarus dash. Example Below:
