The craziness comes with the DLC’s which add lots of gear and some end game mobs. That being said, Shaman with Wendigo Totem is potent. It damages in an area and heals you when it does. Shaman + Soldier gives you lots of tankiness and very solid dps. It may not be the strongest, but it’s among the easiest to run. I think I heard some of the top damage builds are retaliation based (specifically I heard of an acid retaliation one) but I'm not sure which would be strongest right now because there's been patches since I heard this.
