I've got a build where I can use any weapon, primary or secondary, and have that just reserved for killing dozers. Unfortunately I can't spec into any skills like body expertise, the most I have is +8 stability and +8 accuracy as far as weapon skills. Jostabeere is right in his assertion that bots use different weapon stats because they utilize multiple weapon templates. Most weapons follow a variation of the M4 template (used by the CAR-4), with shotguns being the exception.

Eagle is a good combat rifle, you get auto / semi mods for all guns, which makes some weapons really good ( M308 can easily kill dozers up close with full auto ) and you get grenades which kill stuff and stun dozers. Depending on how good you are at anarchist you can use spammy weapons (lmgs, shotguns, akimbo smgs) or precision stuff (dmrs, snipers) or ARs, which are sortof the middle ground.
