In my opinion if the pcm commands the IWE to engage, and it did engage FULLY, it would not result in the noise/vibration described. And the whole point of Ford finally moving away from vacuum actuated IWE was to eliminate the infamous "partial" engagement of the IWE. Unplug the vacuum line from your iwe solenoid, see if noise goes away, report back. Edit: the vacuum line from solenoid to actuators, not the line from solenoid to vacuum box / engine. Sounds like the iwe’s are not pulling in thus turning the front diff full time which will make a little noise but shouldn’t be excessive.
