Discord is amazing, Blood Soaked Shields is amazing, and Smaller Lighter Faster's pros ... You can play Gaige without Anarchy, but it's undeniably her main damage source. What I'd recommend is still speccing into it but going with a Discord-looping build which means everytime you feel like you have too many stacks you activate Discord for increase fire rate and health regen. Anarchist class mod is actually considered to be quite terrible (then again most of Gaige's mods are, because Anarchy on its own is just so powerful, but this one stands out as being particularly bad). 1) The damage boost is awful, it is additive with anarchy, so once you have built up stacks it barely adds any damage.

Assuming you'll go anarchy gaige.. First you need a jacobs shotgun with a 2 round magazine (goes to 1 with anarchy build) for stacking. A high capacity shield so you'll be protected with blood soaked shields. A high rate of fire weapon like vladof anarchist. A torgue weapon for those nomads/bul loaders/etc.

Combining an Anarchy-heavy build with Close Enough or guns with bullets that ricochet makes it possible to do a ton of damage, even if you don't hit your target very often. If accuracy is your main concern, you shouldn't be playing Gaige.
