Go to the entrance of Dawnstar (where you start when you fast travel to Dawnstar) and wait 48 hours. Talk to the traveling Khajiit merchant. The chest should reset. If the merchant isn't there, just wait 2 hours at a time until the tent/camp shows up.

Nov 11, 2014 · Merchants will reset after 2 days, but not if you are hanging around. To reset this chest you will have to leave the area for 2 days. Didnt work. I stayed in Dawnstar for 2 days, so the Whiterun chest would refill, it didnt :(
