I have had a break after some weeks into WQ from running Wellspring, then i casually helped out my team running it,- and both patterns dropped in the 2 runs one after the other, i think it is just RNG with a low chance, but it might have some other quota mechanism too, so maybe good chance for 2-3 runs a week, then back to very low..
