Both the classes have innate ways to refocus to use the focus spells. I believe that since Dragon Breath is an innate skill it will auto scale with the DC you get from your class. Dragon form should work better for a Martial than caster I believe. One interesting build would be starting with 18 cha, 16 dex, 14 str - possible as a catfolk. Go champion and you can use heavy armor with these stats (use a chain skirt to lower the strength requirement). My guess for absolute most powerful Thaumaturge build is Mirror + Tome + Marshal. You can take a stance feat, double the stance aura with Mirror, and you can get AoO at level 8 so you still have a great reaction (albeit late).
