Turn vehicle off. Manually open the liftgate all the way, press and hold the close button on liftgate. You should hear two beeps, tgen 4 beeps, then two beeps. Manually close the liftgate. Turn vehicle on, turn PBD back on, turn vehicle on and off. I had to do this 4 times, but liftgate is now working.
