Legend dares won't be too difficult to find groups for. Because of the fixed enemy rotation every week, it's really quick to run since you can reliably have starhorse's favor for the second round and the boss. I've been farming legend with LFG groups instead of jumping into normal mode with matchmaking.

They are rare on normal. You need to be super efficient and fast to increase the odds. Only 3 are needed for the triumph and most people should hopefully have 3 before resetting Xur's reputation (80-ish Dares). Running Legend Dares increases the chances of lightning rounds considerably.
