I'll be listening to music and if I turn it down it will randomly jump from 4, 16, 1, etc. I can control the volume fine with my steering wheel. Fuse 14 is the battery supply to the HVAC, fuse 30 is ignition supply, fuse 25 is accessory supply. Using a test light, all three should be hot with the ignition on. Also make sure the storage switch is pushed in and the fuse inside it is good.
