I haven't really noticed any difference in enemy AI. I do believe that you get more XP when playing on higher difficulties, but not 100% on that. Depends how good you are at shooters. It's pretty easy on normal (and I'm no COD multi-player) once you've gotten the power armor, and especially when you've upgraded it.
