Nagakiba needs 18 STR and 22 dex to wield and you'll need some endurance if you want to dual wield them. I would beat Marg for the lvls then do yuras quest. I just got the nagakiba and it took a few levels of endurance to wield both. Also, getting to the spot where you get the nagakiba from yura is...tricky. Unless you kill him for it.
