The login servers were still down, there just isn't a separate message for anyone using the launcher with a Jagex Account. I got it working. For me, I use a VPN for most things, and make exclusions for RuneScape using their domain names. It looks like they updated their domain names used for some of their services, for example: secure.runescape.com.cdn.cloudflare.net changed to auth.jagex.com.cdn.cloudflare.net.
